The Old Gaming Veterans [OgV] is governed by a group of senior Officers and Non-commissioned Officer's (NCO) organized as a Council of Elders (the Council). Many are active duty and former military veterans. A motion or decision passed by the Council may be appealed to the High Council. High Council rulings are final. The Council will always be an odd number to prevent a tie. The Council of Elders represents the entire membership in all matters and each member of the Council has an equal voice.
Council of Elders
High Council*
1. Commanding Officer (military [vet or active])
2a. Chief Staff (military [vet or active])
2b. Executive Officer (civilian)
* One member of the High Council must always be a civilian member. Additionally, one member of the High Council will be appointed treasurer.
Council**
1. Commanding Officer (military [vet or active])
2a. Chief Staff (military [vet or active])
2b. Executive Officer (civilian)
3a. Senior Staff Officer
3b. Personnel Officer
4a. Army Company CO
4b. Navy Company CO
4c. Marine Company CO
4d. Air Force Company CO
4e-z. As appointed/admitted by the Council, if desired.
** Additional Council members may be appointed/ admitted, so long as the total number of council members remains an odd number. The Company CO positions are appointed by billet, not by name. If the member is reassigned (to a non-Council position) they will no longer be considered a Council Elder. Any member appointed to the Council by name, will remain a member (although they may lose voting rights based on participation - moved to an advisory role) for life, so long as they maintain [OgV] membership in good standing.
Although not a requirement, the Council will strive for a balance of military veteran and civilian members in its make up. In the end, however, Council membership will always be based on sound leadership choices for each position.
Advisors
Certain [OgV] members may be appointed to the Council as official advisors. There is no limit to the number of advisors the Council may have, however the number shall be small enough to preclude exceedingly lengthy communication periods to collect all opinions. These are non-voting members who are required to express opinions regarding matters under consideration.
The Process
- An official Council meeting may be called by any voting Council member.
- Any official meeting of the Council for a vote of record shall contain an odd number of members (preventing a tie) and at least half of the voting members of the Council shall be present for a vote of record.
- In the event fewer than half are available for a vote, the vote shall still be made and recorded with the expectation that the matter voted upon will be placed before the Council or the High Council for final official approval. Until final official approval, any action must be considered and communicated to the membership as temporary.
- All votes are decided by a simple majority and no member present may abstain.
- In the event that a vote is conducted without a meeting (via the forums, for example), at least seven (7) days shall be allowed for the vote and at least half of the council members shall vote for it to be considered binding. The vote is decided by a simple majority of the votes cast, provided at least half of all sitting Council members have recorded a vote.
Matters requiring a vote of record include and are normally limited to the following (Although the Council reserves the right to decide any and all matters):
- Changes to the Charter, Code(s) of Ethics/Conduct, Server Rules (as proposed by the general membership and/or game administrators), or any other matter of organizational restructuring or rudder.
- Appointments/dismissals to/from the Council of Elders
- Removal of any member from [OgV]
- Appointment of Company staff officers (Company Commander, Executive Officer, Senior Enlisted Advisor)
- Advancements to ranks above E-6 for enlisted or O-2 for officer, in accordance with advancement guidelines
- Formal alliances with other groups
- Unban requests from our servers
- Establishment/disestablishment of any [OgV] Competition Team
The Council reserves the right to establish committees to decide lesser matters. New members are admitted according to separate specified procedures.
Company (Military branch) organization
Company level leadership
- Commanding Officer (Company Commander [CC])
- Executive Officer (CXO)
- Senior Enlisted Advisor (SEA)
- Yeoman*
- Any other positions the CC designates. For the purposes of permissions to associated web/forum content, Only the CC, CXO, and SEA will be used.
The CC should normally be a military veteran (active, reserve, or retired). In no case, will all three Company leadership positions be civilians (no military experience).
*The Company Yeoman is responsible to the [OgV] Personnel Officer for reports and processing of any personnel related correspondence/issues on behalf of the Company as approved by the CC. Any member of the Company leadership may act as the Yeoman or it may be appointed separately.
The Company Commander is responsible to Council ([OgV] Command Staff) in all matters for everyone assigned to his Company.
The CC may choose to organize the Company into Squads and is responsible for the assignment of those personnel.
Squads (If used)
- Squad Leader
- Assistant Squad Leader
Positional Authority:
With respect to the organization, as outlined above, positional authority is in effect. In other words, personnel assigned to designated leadership positions have authority over all assigned personnel in that chain of command regardless of the actual rank they hold. Professional military courtesies should be observed when ever practical.
